Rear Brake Issues?

Hey All - I just bought an '03 Mini (base) for my son as his first car! Believe it or not, this baby has only 45,000 miles on it and it's spotless! Amazing find - I think I'm happier than he is.

Everything is good with it except the rear brakes. The rotors are rusty and don't shine up even after a long drive. I took the wheels and calipers off today and don't see an issue. The pads have a lot of meat left, and the piston shoots right out when we step on the brake (when off the car). I bled the lines and that looked good (no bubbles). So what's the deal here? The pedal isn't as strong or as high as I'd like it to be but the car stops. The Emergency brake seems to work, the guide bolts are clean and lubed... I am at a loss.

What have I missed?
