x2! Even "Good" performance tires don't cost a lot (~$400 for four Falken Azenis 615's in 215/40/R17).

Are the Avons any good? I know they are an English tire, but I haven't heard much about them. Can they be used at the track occasionally, too?

I think you can do better and be close on budget ($52 each).

First 205/40-17 in this tire is not the correct size tire for you.
The load rating is only 80 which is too low for the MINI. Other brands might be rated a bit higher like 84 which is usable.
The outer tire diameter is small at 23.4" compared to stock 24.3".
Speedo and odometer readings will be a bit off and wheel gap is increased a little using stock suspension.

If you want 205/45-17 which is stock sized then at tirerack.com
See
Kumho Ecsta AST (high performance All Season tires)
400 treadwear H speed rated 20 lbs $68 each ($66 in 215/45-17)

In 215/45-17 at tirerack.com
General Exclaim UHP (UHP Summer tire)
380 treadwear W speed rated 18 lbs $73 each ($58 in 205/40-17 but load rated at 84 so OK, still smaller tire diam but it's usable)
Kumho Ecsta SPT (UHP Summer tire)
320 treadwear W speed rated 22 lbs $85 each ($68 in 205/40-17, load 84)
Fuzion HRi (HP All Season tire)
400 treadwear H speed rated 23 lbs $62 each
Kumho Ecsta ASX (UHP All Season tire)
420 treadwear W speed rated 21 lbs $87 each ($63 in 205/40-17, load 84)
Sumitomo HTR+
360 treadwear W speed rated 24 lbs $77 each ($68 in 205/40-17)

For Avon Tech tires in 215/45-17
M500 (UHP Summer tires) $89 each 280 treadwear
They are good tires overall. M550 (all season) is higher priced.

So given your budget take your pick. Some prices are pretty good values.
General Exclaim UHP and the Kumho Ecsta SPT or ASX are all very good balanced tires.

I have 17" NS-1 tires on my car right now and I'm really surprised how good they are for the money... no squealing or sliding on hard cornering or anything. I did some researching online and saw where a lot of people were reporting the NS-1 was okay but the new NS-2 was a really good tire. I found one message board where someone asked about the NS-2 and people were posting their assumptions that they were crap. Then someone asked if people who had actually used them on their cars could post their results and A LOT of people started posting about how amazed they were at the quality vs. price of the NS-2 and how happy they were with them.

I think everyone has to start somewhere and if Nankang has to sell their tires dirt cheap to help establish their name in this country then all the better for me. Based on my current NS-1's and all the nothing-but-positive reviews I've read on the NS-2 I decided to give them a try and ordered a set today. A set of four 215/40/18 including shipping came to a whopping $298 from www.tires-easy.com

At that site NS-1 looks pretty good (test results at javascript:DetWin('http://www2.sicherbestellen.de/cgi-bin/RDTyreTest.pl?cart_id=75344488.20.8856&kplz=&Cooki e=&language=EN&dsco=35&Marke=Nankang&Profil=NS-1&Med=Reifentest.com','Nankang0')
215/45-17 for about $51.50 340 treadwear
Looks like an Ultra HP Summer tire.
I checked the reports on Goodyear Eagle F1 GS-D3 at the same site and they looked OK. NS-1 compared well with slightly less handling and braking in the wet, more comfort, lower noise.

I did not see the NSII but at another site it did look OK as well.
I didn't find good sizes for the MINI. Mostly 18" and larger.

Decent tires at low prices are always a good thing.

Check also
Federal SS-595 (UHP Summer tire)
260 treadwear V speed rated $58.20 each
Ratings were similar to GS-D3 with good comfort.
