Remove the skirt on the passenger side. Get a socket that’s fits the crank bolt an try turning clockwise an see if you can turn over engine. Easier if plugs are removed.

First thing I did when I got it home . Locked up solid . Other than the low oil light at idle there was no knocking sound before it locked up . I'll pull the belt tomorrow and recheck the crank , maybe I'll get lucky . If it's toast isn't better to get a remann or just a used one . Anything else I should do to see what's up internally

Your call. A lot cheaper fine a decent used one.
Do what work did you do to the engine?
You may get lucky by removing the belt.
Did you pull the plugs when you tried to turn over?

Tomorrow I'll pull the plugs and remove the belt. I replaced the head and head gasket also the timing chain and guides . I had the front cover off for a few days waiting for parts which leaves part of the oil pan exposed . when they cut the grass they blow the leaves and stuff away and I'm wondering if something was blown into the oil pan and clogged the pickup . The car ran perfectly for a out 15min before the light came on

I bet they blew crap into your oil pan. There is a small opening just below the crank when the timing cover is off. Not good.

To determine if the head is salvageable pull the cam caps off and see if there is scoring on the cam and or cam bearing surface. Since the engine starved of oil you may have damaged the cam and cam bearing surfaces. They do not have replaceable cam bearings. The head material is the bearing.
