AC doesn't work - pressure seems good

Hi,

Mini 2005 Convertible base R52 and the AC doesn't seem to work. I thought it was the compressor because there was a noise when I turned on the AC. I loaned the AC gauges though and pressures on low and high side were the same when off, and when on, the high went up and low went down. I also noticed that outside of the car the AC doesn't make a noise. So I think the compressor is OK. It was a little low so I added a little bit to get it in line with the chart for the temp. But the AC still isn't blowing cold air. I cleaned out the air filter, and that frankly looked like a rodent had made a home in there at some point. It was a nest. So that's been cleaned out as well.

Here's a video of the noise that it makes when the AC is turned on. Is that the expansion valve by chance?

Thanks!
