2007 mini cooper base n12 engine auto

been having an ongoing issue and code for the vvt motor. I believed and was told by numerous shops the motor was bad and finally got in a oem unit but to no avail I'm getting the same code for vvt motor sluggish.

I've been over almost every part of the vvt system and have had no luck finding the issue.

all mechanical components have been checked and everything turns/spins freely

wiring from vvt motor to ecu has been checked as checks good with no break/cuts in wiring.

all fuses and relays under hood have been checked to make sure they are getting full voltage.

vvt motor has been checked to make sure it is not shorting out. new and old motor test fine along with providing power to them to make sure they spin freely.

the next step I am guessing is I will have to pull the dme and send it to a company that can test the vvt portion to make sure all is well just kind of nervous that I will either be told I need a whole new dme or that I will have to pay for diagnostics and be told all checks out.

are there any other things I can be missing as to why it will say the motor is sluggish when in fact its not. anyway to test the power supply from the dme to vvt motor?
