TPMS light stays on

I have searched for my issue, but no solutions seem to work.
I have a solid TPMS light. Not flashing, just solid. Resetting does absolutely nothing. I have tried resetting the battery. I have checked all my tires, all are brand new with uniform pressures on all 4 corners. I have no ABS warning, just a solid TPMS light. Never flashes, no matter what happens.
Any thoughts? Do I need to replace my ABS sensors? If one was faulty would I not get an ABS code?

are you sure you are doing the reset/initialization correctly? 2002 S owner's manual pg 62:
Initializing the system
Only initialize the system if the inflation
pressure, e. g. after a tire change, has been
corrected.
1. Ignition key in position 2
2. Press the button long enough for the
yellow indicator lamp in the instrument
cluster to light up for a few seconds
3. Start the engine.
After a few minutes driving time, the Flat
Tire Monitor sets the current inflation pressure
in the tires as the target values to be
monitored.
If so, then:
Malfunctions
As long as there is still a malfunction, the
yellow indicator lamp on the instrument
cluster will stay lit up.
The indicator lamp also lights up in the
event of a system malfunction.
Please contact your MINI center in these
cases.

yes...I am sure. I have done the reset dozens of times. The light stays illuminated, it is always illuminated.
Problem is, MINI cannot connect to my ECU to find out what the fault is, if there is one. My little OBD2 reader can connect no problem, but their computer cannot. It may be incompetence on their part as their techs are used to working on new models, but I sincerely hope that is not the case. That is why I also have an illuminated airbag light, as they did a recall, replaced the airbag, but could not marry it to the ECU. So the light stays on...not happy about that.

As I'm having the same issue with my 2008 R52 S, what was the solution? The previous owner said the dealership told him that he needed a new TPMS module. When I get home I'll post picture of the service record.
2008 should have what I call 'active TPMS' ... the change from the ABS based system, to today's wheel sensors happened in 2007 ......
The wheel sensors for TPMS have batteries in them so I wonder if what they are telling you is one or more wheel sensors are dead (10 years old if never serviced and IME they can not be serviced for battery but must be replaced) and setting off the alert rather than the car receiver being bad.
I'm gonna guess that ANY decent tire place can tell you what's wrong . . .

I had the same problem on my '04 MCS. Drove me crazy for a while...turned out one of the leads to the reset switch had popped off.
So after weeks of being annoyed and checking my tire pressure at every fillup, the fix took just a few minutes and no money at all (pull the plastic housing, reconnect the lead, put the housing back). Anybody has this symptom should probably check that first...I found it because the dealer diagnosed a bad reset switch, I bought a used one for $20, and went to install it.

I had the opposite problem with the TPMS reset switch. I was driving at the edge of tire adhesion at PIR and all of a sudden the ABS light illuminated. I then notice the ASC light also illuminate as well as SRS. I thought the track day is prematurely fokked. It must be one of the wheel speed sensor committed suicide, I first thought. This is something that you take seriously when you need to slow the car from triple digit speed down to 40 mph in 100 feet. 
I pulled the Mini into the pre-grid area to investigate. Then I saw the low tire pressure indicator illuminated. So I pressed the reset button. The tactile feel was off, and immediately knew the button contacts were sticky, and the motions of track driving must cause it to close long enough to confuse the ABS, ASC, and TPMS. I knew if I just unstick the switch all the problem would likely go away. That was exactly what happened once I press it enough times to unstick it. For whatever the cause the rubber like material that serves as the spring action of the momentary switch has lost the springiness.
That was it. The quick diagnosis saved the day. I lost only one lap of fun.
