Help with fuel level sensor.

I have a 2009 Cooper S that has code P0460 (Fuel Level Sensor “A” Circuit) and the fuel gauge is reading half a tank after filling it. I have accessed the top of the fuel pump and filter and have access to the fuel sensor pins for both sensors. I was expecting to find one obviously failed with an open or closed circuit but that is not what I am seeing.

Each sensor shows about the same 20.5 ohms suggesting it’s not one of the sensors. Anyone know what the spec is on these sensors or how to test them?

Just wanted to report that the problem was with the connection to the fuel pump/sensors. A good cleaning of the connector and the problem is fixed.
