Help!

I’m looking for a knowledgeable Mini mechanic in the Joplin Missouri area. My 2009 r56’s turbo quit working but otherwise runs perfect. Everything has been checked, tested and replaced but the turbo wastegate doesn’t get vacuum from the boost control valve? I paid for one mechanic to fix it and he couldn’t figure it out. I went to a local German car specialist and he treated me like I was stupid and said the wastegate is always closed and vacuum opens it? I removed a cheap performance “chip” in April and problems started shortly after, could the DME be messed up? I’m a 100% disabled veteran and this was my dream car. I’m on a fixed income so if anyone knows anyone in my area that can help, it would be greatly appreciated.

Check with the St. Louis MINI club, I know they are on the other side of the state but MINI owners drive pretty far for the club memberships. https://www.stlmini.com/
