I’m about to put my Valve cover back on and I noticed some of the metal spark plug sleeves loose. Do these get inserted after the valve cover is put on or are they inesrted in the Valve cover first before putting it on the engine?

By test fitting I determined these need to be installed after the valve cover is installed. These need to be slid in to lock. There is a rectangular cutout on the sleeve that needs to align with a plastic tab in the valve cover so they sort of lock in place.
