DRL behaviour, Is this normal?

I've had the car for just over a few weeks and was wondering if this is normal for a 2007 Copper S Canadian model.
When the car is started the daylight running light system turns the following lights on. Parking lights all around and the main headlights, instrument panel is off unless I turn them on, fog lights are off. Another thing I noticed is that while driving at night and I have the fogs on, when I turn the high beams on the fogs don't shut off. I know that this is usually not the case with other car manufacturers.
Stopped at the Mini dealer yesterday to ask the same question and they said it's an electrical problem. Really? Is it?

Any ideas? Can I switch the DRL just to use the fogs?

Not sure how the Canadian model work, but I changed my DRLs to be ONLY the fogs with the Carly app.

And, the fog lights SHOULD turn off when you hit the high beam lights. If they don't, it is either a wiring issue, or a module issue.

Someone may have coded the fog lights to stay on with the high beams,

Thanks, I tried the Carly Lite app for android with my own OBD2 reader but it didn't want to connect. Do I need the Carly OBD2 reader for the app to work?
I guess with these cars just rewiring is not going to do it? Or not possible?
