So the passenger door wasn't unlocking with the key fob. I just replaced the actuator and it does the same thing. But what I have noticed is the electric switch under the radio inside the car unlocks and locks the door correctly. It's just the key fob will not unlock the car. I do hear noise from the actuator when pressing the key unlock button so I am sure the actuator works.

 

Sounds like the key fob battery is on the fritz or weak.

Check the connection of the plug into the lock actuator. Then test it with another key.

Then give it a try.

Well turns out you have to press the unlock button twice for the passenger door to unlock. Problem solved.

 

Yes , two clicks, thought you already tried that.

I was thinking a sticky button or weak battery.
