electrical malfunction

So last night I noticed when I would press the window up toggle my abs and DSC lights would light up. It was 2 in the morning so I paid no attention to it. Today I turned it on and no lights. I drive about half a mile and stop at a stop light and all these lights turn on and m power steering is dead. I hoping its just a bad battery but what is your diagnosis?

Take Voltage at the battery when the car is off. Then turn it on and take the voltage again.
Let us know what you get.
