Over Boost problem 23psi!! P0108 and P0030 codes

Over Boost problem 23psi!! P0108 and P0030 codes
Could some one please help?! My 2008 Cooper S Turbo has the check engine light on and when running the scanner I get codes P0108 and P0030, it is also showing an over boost of 23psi! I noticed that the mini is not running at full power. Also my cooling fan does not turn on until 230 degrees hot?!! I appreciate the help.
