So I've tried locating the component on realoem.com but cannot find the part no.

Here are the hints...this is what the hand brake leatherette cover attaches to and secures to the handbrake/tpms reset switch trim piece

Not sure, I'm not really clear on what you're describing. It's kind of a Jeopardy question the way you phrased it.

EDIT: Are you talking about the clip portion of the handbrake cover? If so, that doesn't appear to be sold separately from the cover.

If you mean those clips, then as far as I can see they are one unit with the cover. I don't have any direct experience with it though. This pic appears to show the cover with the clips:

Yes it comes with the ebrake boot. I may have a good used one on a torn ebrake boot I could make you a deal on.
