Sometimes hanging a big huge jumbo keyring from the ignition causes them to get quirky like this, though I suppose it can happen to tiny key rings too, but not as common.

You may need a new ignition if you can't find a way to reliably remove the keys and be assured the ignition is indeed off.

Describe the symptoms in more detail. What flickers on and off? The dash or interior lights? If the dash, do the instruments seem to be turning on (any numbers such as the odometer displayed) or just the backlighting? By flickering, do you mean brief flashes, or longer intervals?

The body control module controls things like the interior and dash lights. If those are affected, you might wanna have it checked via the OBD-II port.

the the odometer with numbers.. all of the lights that come on when you turn the key, are turn on

they flash off and on for a while then stay on then shut off then stay on, its totally random

As far as I could tell from wiring diagrams, power needs to go through the ignition switch for the instruments to turn on. The ignition switch feeds power to the instrument module through fuses F40 and F9. If you pull those fuses and the problems stop, there's a chance the ignition switch is at fault. The instrument module is also supplied power by F21 (unswitched, always hot) and the immobilizer on F5. If pulling F40 and F9 doesn't stop the flickering, the instrument module itself might have gone bad. The instrument module is inside the center speedo and repair would involve replacing the entire speedo.

You'll have to dry out more than just the wet carpet (which by itself wouldn't have caused the problem). The water probably went down the sides of the car and got into electronics or connectors behind the footwell panels.
