Steering play

Hey All,
quick question about steering. Ive searched the forum, and the "similar threads" suggestion box gave me so good advice about a #4 bolt on the steering colum, ala When sitting still, car on and turning the steering wheel, there is no "play".
When the car is moving, 2mph or 20, it feels like there may be a bad u joint in the colum. it actually almost feels like some sort of "Slipping", to describe it. happens in forward or reverse.
I hope its not a:
- bad cv joint
- bad wheel hub
- loose wheel (checked, not)
- bad steering rack
Any ideas?

btw, it only started happening since it got cold, and happens only in short radius when turning the wheel, not in the full wheel turn. happens only when turning corners really.
Im thinking it could be a bushing or something, the steering pump is not whining or cutting out or making any more noise than it did when i got the car.
