My foglamps aren't what they say they are!

I checked the manual before I had my MINI to see what bulbs the foglamps were. Owners manual says they are H7's. So I ordered a set of allweather H7's, you know the amber bulbs like the French headlamps. This morning I pop the wheel skirt to install the bulb and I find it is a H11! Very Iritating
