Rail Pressure Setpoint

Diagnosing a rough cold start/idle-CEL-misfire issue. Using a Creator C310+ BM-multi-system scan tool to get a reading on my fuel rail pressure. It's my understanding that the rail pressure setpoint value should be 5.0 mPa at idle and that the rail pressure actual value should be within hair either side of that. My setpoint value is 0.0 with my actual fluctuating between 0.6 and 0.9. I've done some digging on this and haven't yet found a solid answer on the setpoint value. So, questions:
1. What determines the setpoint? If it is at the wrong value, can it be reset?
2. My actual value is within 1.0 of the current setpoint of 0.0. Does that mean my HFPF is OK but that something else is affecting the setpoint value?
3. Is a faulty setpoint value an indicator of a bad HPFP? Is that an indicator of something else, like a bad in-tank LPFP?
4. Does the scan tool I'm using have anything to do with it? The Creator is a cheap knockoff but seems to get decent reviews.
Any input appreciated.

2010 Mini Cooper S (2nd owner for past 4 years 25k miles). 87k miles, mostly stock. Chain tensioners replaced (13k miles), HPFP replaced (49k miles), PCV/valve cover replaced (67k miles), Turbo replaced (70k miles), air intake to turbo tube replaced (86k miles), crankcase to intake manifold hose replaced (86k miles).

It should be 5.0 bar which is equal to 0.5 MPa.

5 bar (0.5 mPa) is just from the low pressure pump. Mine asks for 5 MPa while cranking - it doesn't start, and only gets 1.8mPa (from looking at ISTA) while cranking over - I think my HPFP is done for - but not sure.... I do get 5 bar (0.5 mPa) from the electric pump alone (from looking at a pressure gauge plugged into the line just before the HPFP), so I'm sure that is fine.
