You would need to buy a new toggle housing and toggle switch, plus reprogramming at the MINI dealership.

The toggle handle is not really the switch rather it pivots and presses micro-switches on a circuit board. The circuit board is interfaced to the computer system and the 'footwell' controller module. The 'footwell' module controls allot of the other lighting as well. Even with the wiring and toggle present, nothing will happen unless the option is programmed at the dealer. It has been reported that some dealers can't or won't do it. I don't remember what the programming charge is maybe 1 or $200?

Adding the toggle can be done and there are threads on NAM about how to do it. The toggle handle is cheap but if you want a matching panel with fog light text then that is somewhat expensive but not required. A moderately difficult job to pull the dash apart to get the toggle in.
