That's what your OBC says you are getting. Per the previous posts, you're actually getting 45.4/1.105 = 41.1 mpg. Great mileage, but not as great as 45.4...

If you have the OBC set for "English" you get another 20% above the "US" setting.

For the fuel gauge; look at the 'Twelve O'Clock' petal as ½ tank and the 'Nine O'Clock' petal as ¼ tank. If you fill up at those points, you will find this to be true.

ScanGauge II not only gives accurate mph and mpg readings (from the MINI's own Computer OBD II Port), but keeps track of fuel remaining, at fill-up you can input exact gallons used and 'trim' the accuracy.

I routinely get about 41 mpg, combined city and highway driving. very nice.

cc locked in at 60 - 65 mph, I get over 40 mpg. But thats not an average, thats highway mileage, on relatively flat, open roads, with no traffic to slow me down and cause the need to accelerate back to speed..

MTBE leads to some serious water pollution in many areas, so it has to be replaced by "clean" ethanol.
