I'd keep my eyes open for a used set of web spokes. Low mileage take-offs can be had for around $750-$850.
Then driving lamps with the money left over.
Get an exhaust! It'll make the car so much more acoustically visceral, not to mention a good exhaust will gain about 10HP on an MCS. After springs [and wheels], an exhaust was my next stop with the R56S.
Sorry just realized you have a Cooper not an S. In that case, I'd definitely recommend a great set of lightweight wheels and sticky tires as your next stop!

+1 on the web spokes! Second I'd go with the K&N Apollo Intake.
does the apollo air intake really work? i've heard so many different responses to it.
Yeah I've noticed low and high end torque gain. That's according to the butt dyno of course! I have an auto but use manual almost always and regularly shift at the peak RPM's.It's the only one out there(so far) that works like the stock system pulling cold air from outside the engine bay and pressurizing it in a sealed environment.I tried many other intake variations and wasted alot of money trying other DIY systems.Go with the Apollo 57A.Sounds great and cleans up your engine bay!
well you need to do something about the camber, cuz if you just got springs, its gonna mess that up. if you just lower your car, the weight sits differently and will cause increased tire wear, among other things. ask whoever installed the springs about it.
