Well, I just took my bumper off to install the Mini Do More hidden hitch. There are some nice instructions on doing so here...

Does that help?

+1 - I found that it's easiest to put the back of the car on jack stands (rear wheels up, front wheels on the ground). Then the rear wheels drop down enough to get a stubby phillips screwdriver in there without taking the wheels off. If you don't have such a screwdriver, you'll need to pull the wheels.
There are a couple of screws underneath the black wheel well trim, at least there were on my 2003 Cooper. I had to pull the black wheel well trim off partially to get to these.

4 screw total hold the back bumper on. 2 with nuts under the rear rocker panel arches and 2 are in the rear hatch bumpers.
To do it without harming anything I suggest jacking up the rear end on stands. Removing both wheels and wheel wells. then popping the trim pieces to gain access to the nylon nuts... then remove the rear hatch rubber bump stop pieces.

That's how I did it! Now I remember doing it.
There aren't any under the taillights, unless you are referring to the ones in the wheel wells under the liners
