You talking about the Sheriff one? It almost looks photoshopped on IMO, the decal on the side is crooked and doesn't show a break for the door, etc.
No, it's apparently an actual sherrifs car -- though I've never seen it, either, but there was some degree of fuss regarding it being the only in-service MINI police car in the US.
I recall seeing something before (maybe on here) that the Sheriff's MINI is used for stuff like DRUG prevention show's and other promotional stuff like that. Could be wrong though.

I know that the US dept. use the MINIs as more of a PR tool than actual Enforcement, there was a thread about the munich car speculating a 6-cyl. engine retrofit, that is use in enforcement, maybe they call for back up?
Ha! I was just in Munich a little over a week ago, walking around alone with my camera when, to my surprise, I turned the corner and saw this same mini. I wonder if it was on the same day, because it looks like its parked in the same place.
