Have you tried unbolting and pulling off the wiper arms and repositioning them while the wipers/power is off?

you mean, dismantling the wiper mechanism and checking how it works outside the car?

Take the wiper arm assembly off the mounting posts with the power off and reposition them.

Well what I actually meant was; Undo each of the the 13mm nuts holding down each wiper arm (ie: the rusty nuts outside of the car as shown in your picture.). BTW: The plastic covers are missing on yours
Pop the wiper arm off and just pop them back on to the desired position.

*They can be a real pain to pop off/remove if they've been stuck on their posts for a long time. You can spray a little penetrating fluid - if this is the case. When removing; Just be sure to grab from the base of the wiper arm (where the nut was) and pull outwards/upwards. You may have to gently wiggle them while pulling.
The protruding posts may have tiny vertical splines - While replacing/repositioning the wiper arm; gently and ever so slightly rotate the arm until you can feel the arm align or engage with the splines. Push down on the base of the arm, put the nut back on and tighten it down just enough to feel snug and the base of the arm looks seated.
