The first thing that should come to mind is how to increase boost.
so, you might want to invest in a pully first (19% reduction).

Or, why don't you just get a Venom kit from M7 since you have all
that money laying around?

I think if you could pick only one mod that would provide the best 0-60 times for an MC, it would be a tie between:
1. ported and polished head -- people say this helps tremendously, and
should provide a lot more performance than intake and exhaust combined,
as you can add those later. We've only recently learned the MINI head
is a bottleneck, particulary on the exhaust port, so that the cat-back
exhaust doesn't help much without head work.
2. or light 15 inch wheels with light tires, i.e.,
SSR Comps in 15x6.5 are 10 lbs or so and with
Toyo Proxes T1-S tires in 195/55/15 are about 16.5 lbs, giving about 23.5
inch wheel diameter (less than 24" stock size for quicker acceleration).

Probably the light wheel/tire combo may be the best.

the cheapest why would be to lose more weight from the car. seriously.

unsprung weight is a huge disadvantage for acceleration.

but, there's a point to when its no longer driveable. there's this funny page on the internet somewhere... where a sentra with huge 18/19" rims, heavy body kit, speakers, etc bling accessories was running high 15-16 sec quarter mile runs. they stripped the car through the course of the day and lowered the car to 13's i believe (but to do so, they cut the trunk of the car off, no body panels, etc.)

the alternative is power mods...
