Just Opinions here:
No Mileage listed? Not that that should be a problem... as Mine has 161K, but... not listed?
Upgraded Chip??? Maybe an aftermarket "Tune", but no "chip" that I know of.
40MPG? If so, let me know how, not likely... Mine does a consistent 30, but no where near 40...
Things I'd check:
PS Pump and PS Fan. Has it ever been changed? They are quite pricey, but can be bypassed.
Service records of any kind...
Check the battery box in the rear for water(even though it's in CA! LOL)
Does the glovebox open
Mushroomed front strut tower mounts
Underside front spoiler(one curb and it breaks alot o plastic)
All the usual stuff, brakes, alignment, tires, CV boots, A/C works, etc...
Just my two cents.

Car is worth around $4000 assuming the mileage is around 120k, the 2002 is the earliest year. I wouldn't even buy a 2002 unless the price was so low I couldn't say no. Wonder which jcw parts it has, exhaust is definitely aftermarket, almost looks like a scorpion or Borla.
2002 Mini Cooper S JCW addition runs great has a manual 6 spd transmission, very fast, and very good on gas. The engine was rebuilt about a year ago, added a more high performance supercharger, harmonic balancer pulley, and a chip that adds to the power and makes it get better fuel mileage than it already did. It gets about 40mpg. I'm moving to the sequias so I need something a little bigger. Open to all offers and trades. Call or text me
says it has a "chip" when car cannot be 'Chipped"...
Says he gets 40 MPG...lol...BIGGEST LIE there......most struggle to get 30..many get 20ish...
So I suggest you RUN!! Deal with a lair...you will get burnt!!
