after resetting the overall average, it will take a few tanks of gas to stabilize the avg MPG...simply put, drive just a few miles, and the averages can be overly weighted toward city or highway driving...
refilling your fuel tank when you have only 40 miles till empty is pretty bad.....that ,means there is usually about 2 gallons of fuel to cool the pump...I would suggest trying to refill a bit sooner...maybe a 1/4 tank...simple thing to improve reliability and save you a few $$.
if your fuel gauge is going kinda screwy, it all makes sense....heck park on a hill...and the mpg till empty will be off when you start...
so just figure out your mpg by the old way...reset the odometer on a fill up...drive till you refill...then divide. I suspect you are fine and just getting a OCD....then again, the local meth-head might be stealing your fuel at night.....

look at other things than just the engine when MPG comes into play. did you just get new tires? if so what kind, they can have a big affect on MPG. but the biggest item i see is a bad alignment. that will affect the MPG a lot. it looks like you have have checked a lot of the normal things, look out side the box now.

If you're getting 35 MPG, even on cruise control, then you're obviously not having any fuel consumption problems at steady-speed, low boost/high vacuum conditions. That's actually pretty awesome for a first-gen with a reduction pulley.
