Grab the top and pull. Hard. Snaps right out, hinging down on clips on the bottom. Sometimes you have to pull so hard you think you're gonna break something... but that's the way it works.

On mine, it's a coverup under the steering column. I've heard (or read) that you just pull it down but I don't want to break it either!

I think what you're talking about is the knee bolster... the padded part your knees would bang into in a crash... if so, that's what my directions are for.
