Halogen and Xenon can both be stock Because Xenons are an upgrade option. So it depends on what you have. Halogen is a simple bulb reflector type of housing, while Xenon lights will have a dome lense that focuses the light

Disregard my offer then. It was worth it to me for a straight up swap just to experiment with the look. My xenons work and look great, and I have other things I need to throw money at. I just bought wheels, tires, and a GTSpec strut bar this week so experimenting with cosmetics is not a priority for me. I would suggest you list them on DCMM and THMMC. Good luck with your trade.

The add on for xenons over halogen is $500. However, once the car is built with halogens, it is not programmed or equipped with the proper fuses or wiring to run xenons without a decent amount of work. Once you add up 2 xenon housings, bulbs, control units, and the wiring kit it's about $2000 in parts. MINI released a plug-n-play conversion kit that costs ~$800 that has a lower powered ballast for people wanting to upgrade halogen to xenon without spending $2000.
What I'm confused about is why OP wants money on top of his trade for essentially the exact same parts in a different color... The only difference between the silver xenon housings (not chrome, btw) and the black xenon housings is the color they're painted*.
* That doesn't include the adaptive headlights, which only come in the silver color. Those are a more expensive upgrade though, so OP should be the one dishing out cash if someone with adaptive silver wants to trade for his non-adaptive black housings.
