I think that the JCW and HSport are the least drop progressive springs for Mini Cooper S.

My understanding is that JCW springs are linear as well.

Nope. H&R makes an 'OE Sport spring' that is only supposed to yield a "moderate" drop of 0.6 inches on average. Make sure you look for mfr# 50416-2 though, as there are other more aggressive variants. Search H&R and Central Coast Coopers on NAM for reviews.

Note: some (esp heavier cabrio owners) have experienced greater drops, so there doesn't seem to be alot of consistency.

What are you trying to accomplish with progressive-rate springs?

If the answer is a softer ride, but with tighter handling, then Koni FSD shocks will do that, and with less effect on initial turn-in (progressive rate springs tend to initial turn-in make feel sloppier).

You could also get a softer ride with a taller-sidewall tire, i.e. by using 15" wheels.

I can't think of any other reason to use progressive springs, except for a softer ride, but perhaps you have another purpose?
