I recently upgraded to the Alta BOV spring and started to get a significant turbo flutter sound. I actually like the noise, but don't know if it's normal or if there's an issue with my diverter valve. Has anyone with a similar setup experience turbo flutter?

I have the same sound. I grew into that noise, though. Loved it!

 

I might have to pick up one of these springs now, I love that sound!

 

I just installed one today, and I do get flutter sounds, however I wouldn't call them "significant", I notice the blow off sound from my intake for much longer than before, but it only flutters when I let off from peak boost, and when it does it's only for about half a second.

I also have a BOV spacer and running around 21psi with the manic tune, so that combination might be amplifying the noises. I get the swish air sound when I let off the throttle, and also a quick whistle immediately followed by flutter sound.
