Waxing
I use the turtle wax ICE liquid and I love it-it's the only wax I've used on my cooper since I've had it. It's super easy to apply, takes little time, and I actually purposely wax the plastic trim on the outside, because it gives those parts a nice shine as well. On the bottle, it specifically says that it's perfectly o.k. to use on vinyl and to apply in direct sunlight. Plus, one bottle will last a verrry long time. Highly recommended.
I've use the detailer before, I wasn't crazy about it. It ends up leaving a bit of a dull finish to the paint.

The liquid clay bar is a novel idea but doesn't work the same as regular clay...so much so that they altered the kit from when they first came out with ICE products and the kit now contains an actual clay bar. Again, their best asset is the ease of use.

As for their detailing sprays not leaving any residue..I can't think of ANY detailing sprays that do..unless it's a spray wax. And as for Ice leaving a nice shine on the plastics..I prefer matte or semi matte over shiny Armor All looking plastic trim!

Can you recommend a detailing regimen for me? I am not OCD about detailing, I just want to keep the car looking good (not car show good though). The car is about two years old and appears to have never had much done in terms of preservation other than what you would get at a drive through wash. The vinyl stripes and black plastic are starting to look a little dull. The car is currently covered with hard water spots from trying to wash it on my driveway on a hot day. I am reluctant to use products that will leave residue on the black plastic that I will have to spend time and money cleaning off.

I never really gave much thought to detailing products before getting my MINI, but have since ordered Prima Hydro, Prima Hydro Wash, and Prima Hydro Seal along with Octane Guy's Black Wow. Unfortunately I haven't had a chance to use any of this on my MINI yet (dang midlands tranny), but have used them on my girlfriends 2000 Ford Mustang.
I'll start off by saying I don't have any polisher machines or fancy towels or rags. I also suck at using traditional waxes. The Prima stuff was super easy to use. I used the Wash first, followed by the Seal. I did used a cotton t-shirt for the Seal. I haven't bothered to get any MF towels yet. Then I used the Hydro on top of the Seal. I followed all of that up with some Black Wow on the black plastic bits. All of these products go on clear, which means they don't leave waxy crap all over the black trim. And I think you can even use them on the windows if I remember right (not the Black Wow).
Her car came out looking the best it's looked in a while. Her paint isn't in the best condition but these products worked wonders. And it's been a week and it still looks good. And it didn't take as long as using a traditional wax.

The first thing you want to do is clay your paint. I like the Meguiar's C2000 clay because it kneads easily, doesn't get overly sticky, removes contaminants quickly without marring the paint, and doesn't stain your fingers. Some manufacturers actually tell you to wear gloves to prevent that.

After claying, you can apply a good wax. If you want to spend the least amount of time waxing, as in 15 to 30 minutes, use Prima Hydro or Prima Banana Gloss, or Prima's newest wax Hydro Seal. They are all easy to use hand applied waxes with decent durability and good looks. Hydro Seal is the most durable of the 3.
For a two year old car that hasn't been maintained well, a good polishing is usually desirable, and the best way is using a Porter Cable random orbital dual action polisher known simply as the PC. This will by far make the biggest improvement to your paint with a little practice but not everyone is ready to plop down $200 especially if they aren't serious about maintaining their paint.
I don't know what color is your MINI, but claying and waxing will make big improvements. Black Wow as another NAMer mentioned will restore your trim again and keep it that way far longer than other products and the BW bottle will last you for years. I like Prima Nero for the interior surfaces...top of the dash, interior door panels, plastic panels, seat backs, etc.. even the leatherette seats (if you got them).

What is the purpose of the clay bar treatment? I've seen them for sale, but I don't know what they accomplish. Is this to be done after washing or as a part of washing? What is the best way to remove tar and bugs and avoid hard water spots? The car is pepper white with a black top so the tar and bugs show up nicely on the white portion and the hard water shows well on the black top and vinyl stripes.
I have both electric and pneumatic sanders. Can these be used as buffers? Is the buffer to be used on the wax or some other product?
Is there a Prima product that is better at not leaving residue on the black trim? What happens if I get a little Black Wow on the paint?
There are also a few small spots that could use a little touch-up paint. Do you have any recommendations for this?

Clay is used on a washed car to "shear" off the micro contaminants that remain. Try washing the car, then put a thin plastic bag over your hand and run your hand over the surface. Those bumps are what clay can take off. Clay does nothing for scratches.
Bugs - can be taken off with a detailing spray. I soak the bug for a few minutes and then wipe it off with a microfibre towel. Try to minimize the rubbing as you can induce scratches. It is best to get bugs off as soon as possible. I used to use Bug and Tar remover, but I felt I had to re-wax the area after use.
Tar - the same process can be used to take off tar. Clay also takes off tar. It leaves a big black streak on the clay.
Water spots - I do my best to not get them. I have hard water and used to get them during the wash process. Now I pick early morning wash times with clouds if possible to minimize evaporation. I have also started to leave the soapy water on the car until the whole car is done. I try to work fast during the wash and dry process. If you get water spots, the clay bar can take some light stuff off, but you might need a PC to polish off heavier areas.
Sander - I don't know exactly what you have. But for a novice a PC is the only way to go. It can be used to apply wax/sealers, but it also is a great way to polish with various pad density and products.
I have not used the Hydro Seal product, but they say it does not stain the trim. Hydro is good too, as is Banana Gloss.
If you get Black Wow on the paint, just wipe it off.
Touch up - I have had luck with Dr Color Chip, and others like the Lanka process. Both are better than blobs.
Others with more experience.... please chime in.
