How slow can you go?

Could it be for bikes riding on the trail? Digital speedometer for bikes do have 1/2 mphs.
What would have been funnier is a "Enforced by radar" below the sign. I saw one last weekend, on a bike/pedestrian trail... "Speed Limit 5 MPH. Radar Enforced".... I can see it now, a bicycle officer hiding in the bushes, with their radar guns out at runners and bikes...

I’ve used boats in marina areas for years and have seen posted limit signs like this. My question is just how many people are walking on water at this one?

I think it's kinda like Disneyland, where the posted speed limit is 14 MPH.
I always wondered why, and one of the employees told me it's because if the posted speed limit were 15MPH or higher, local law enforcement could pull people over for speeding in the parking lot. I guess since it's only 14MPH, they can't do anything about it for some reason.
Anyway, it doesn't completely make sense to me, but there it is
