I have heard of steps for 4x4's and SUV's but a MINI?

Oh you mean Door Sills! More Specifically lighted door sills. You will need Adobe Acrobat but click here. I don't think it has to be hooked to the dealer computer to be "Activated"

You would install them right where the stock ones are. So....remove stock ones, peel off adhesive backing and apply the new ones. There will be wiring, which needs to be spliced into some of the lights that come on when you open the door. Your best bet would be the lights under the dash. You can hide that wire however you seem fit. It would be pretty easy to run the wire under the sideskirt and up the interior kick panel. From there its a short stretch to the wiring in the dash.

I havent seen pics or anything for the install which would probably help a bit more

unfortunately i cant tell you without knowing how they are lit up? I can say that they PROBABLY dont draw much at all because they are likely either LED or EL lighting. Both of which have very little draw, but i cant be certain until i know the workings of the parts.

Go back to the link and print out that .pdf file. That gives Genuine BMW Full install instructions. They are genuine factory parts so there should be no problem with them shorting anything. If I remember there may be some drilling required.
