Found two GPs available to buy in California

Recently found a GP selling here in southern California from a used car dealer last week. This would be my first mini and first daily driver that is a manual transmission. I've had a couple of VWs(2002 GTI and 2001 Passat Wagon both manual as projects, 2011 golf as a daily driver) and most of my family has VWs.

Some information on the first car at the dealer.
US #202
$19998 plus CA registration etc brings it up to 21 and some change
44465 miles
The interior was is great shape nothing that looked out of the ordinary. The outside had a pretty scrapped up underside of the front lip with a pretty big mark on the passenger side(pictures below). Test driving it felt extremely solid compared to my 2011 golf that is on kw coilovers. Clutch was in good shape. It felt a bit loose in the back under acceleration but nothing crazy mechanically wrong feeling.

A day later I found a private seller selling the GP with 42700 miles for $22900 told him I had cash in hand for the other GP and he said he'd lower his price to 19500 + 500~1000 for registration. I am going to check out the car tomorrow(may 22nd). From what I can obtain from talking to the guy is that it has:
Engine upgrades stage 2: NM(what is this tune?) engineering ECU, Air Intake(can't see a name for it through pictures), Pipes, oil catch can, intercooler, turbo heat shield
Interior: water temp gauge, 2 boost gauges, power gauge, fire extinguisher, GPS, Mini GP car cover(pretty cool if he didn't want to lower his price I was gonna ask to buy this).
Exterior: front Dual AG carbon fiber lip, tow hook license plate holder, red UK flag side mirror

I went onto carfax and haven't paid for the actual reports to see accident reports but I was able to access the maintenance records for both vehicles. The dealer vehicle is from Ohio for 5 years and moved to San Deigo California for one year and was just recently let go to the used dealer. This car had a very routine oil changes, dealer washes, etc no weird damage fixed through a dealer. However the other car is from New York and has a very small maintenance record to go off of either because they didn't do anything to it, the shop they took it too doesn't report to carfax, or they did their own maintenance, which is understandable since it has modifications.

So if you guys have any tips or information or suggestions I will have my notifications on for this forum if I can figure out how to set that up after I finish writing this. Then feel free to send them my way and I look forward to joining the club.

Edit: I was in such a rush to post this tonight I used my real name as my username I don't mind so just ignore that for now haha.

Edit2: The First Dealer Car is at Carmax Murrieta CA, I took it off hold if anyone wanted to look that one up. It ran and drive good just had the driver side door speaker grill broken, the front valence(pictured) was scratched, and the cargo bar was scratched as well(pictured). It was 19998 plus fees so I didn't decide to get it cause they are strict with pricing while I was able to talk the private seller down to 18 including all his extras.

The lower piece isn't bad, but I can't speak to what the labor of taking the bumper off would be. If you're unsure, take it somewhere to have a pre-purchase inspection done so there aren't any surprises.

Just on appearance, I'd go with the second one, as long as he would transfer that personalized plate to you.

Yes he did! Just waiting on the paperwork and I'll be able to pick it up sometime in the next week or two. I liked his better than the dealer because the dealer car had minor scuffs and scratches that are just small enough to not want to spend money fixing but big enough to notice every once in a while.

Edit: And I talked him down to 18 even
