Running Lights

We just noticed that with the running lights on the drivers side light is much brighter than the passenger side light. When we switch fro low beam to high beam they both change to the higher setting and are both the same brightness. However when we switch to lower beams they both go to the lower setting but the drivers side is still brighter than the passenger side.
Is this the way they are supposed to be?
