Where in Europe is this standard equipment?

Is it just an expensive box or are the bulbs included?

Which bulbs are included? LED or Halogen?

 

Carrying a set of spare bulbs is considered good practice in many European countries though I don't think it compulsory in any.

Compulsory items in different European countries include:
- a warning triangle (most countries);
- a first aid kit;
- a reflective vest, for at least the driver and sometimes every passenger;
- spare prescription glasses if the driver uses them;
- a spare wheel*;
- a spare fan belt.

Spain has a lovely law that not only requires reflective vests for all passengers but they must be worn when exiting the car on main roads and must be stored in a position that is visible from outside the car when parked!

* No, I don't know what Minis do there.
