Weird electrical problems with Spec D headlights

Hey all,
First time posting on this forum - just ran into a strange issue when installing my spec d halo headlights. The solenoid that controls the flap to turn on and off the high beams seems to be "jittering". When in the high beam position, the flaps seem to rapidly jitter up and down and make a buzzing weird noise. Everything else worked flawlessly - no problems with wiring or anything whatsoever.

The weird thing here is that this doesn't happen when the car is in accessory mode with the engine off - when the engine is turned on the lights begin to jitter again. My thought is that the alternator is giving too much voltage to the headlights, causing the solenoid to sort of "spaz out". Could this be a voltage regulator problem, or maybe something else entirely? No other owners of the spec D headlights mentioned this, so Im a little confused. Wondering if anyone has any ideas. Thanks in advance.
