Why do xeon headlights wink?

Anyone know why the xeon headlights wink at me when I turn them on? I've heard of some cars having headlights that turn in the direction the car is turning to provide better visibility, but the little wink doesn't seem to serve any purpose.

They are self leveling. So when you trun the head lights on they are just leveling off. Hope this helps.

They are also bixenon lights, when you set the brights on it's actually a shutter opening http://www.youtube.com/watch?v=wrR1ozc1LA0

So does that mean they are always burnin at full blast?

They also are running off a transformer and take a little bit to come up to temperature, hence the shutter for hi-beam.
