R53 electrical issues...

2005 MCS and when I start it the NAV screen comes up to the disclaimer screen but will not allow me to hit accept. It then times out and goes blank. It will not recognize the fact that I have latched my seatbelt so the alarm chimes until it times out but the fasten seatbelt light stays lit. I have no power or control of my climate control and the radio times out like when you turn it on after removing the key and turns itself off. The whole time this is going on, the rear wiper is on and I can not turn it off with the column control. Otherwise the car runs mechanically great and drives fine but I have bee forced to remove the rear wiper fuse and it is getting colder so heat would be handy. Any help would be great. I'm guessing, the BCM/BCU ,I've seen it referred to either. Does any one know how much MINI charges to re-code a BCU to key fob and VIN?

Could be a wiring fault, any water ingress in the footwells?
