No cat?
I live in South Dakota. There are no emmissions laws here. I know that if I drove around with no cat there would be no problem with the law. But would it give your car a bad tone? Would it create less back pressure, thus increasing the HP?
Read the sticky note on how exhausts work. I THINK it says that gutting the cat can be a bad thing for exhaust flow. Removing the cat and putting in a smooth pipe is different.

While SD may not have inspection
emission laws are federal, not state. But I don't think there's any power goal that you can set for a street car that can't be done with cats in place. Cat-less is really a track only set-up.
No matter what your state inpection laws are, the cat is really part of keeping the air clean, and should never be completely removed for street use.
Just think, every Porsche has em, the new Z06 Corvette has em. The MB Maclarin (sp?) has them. You should too!
This may seem a bit harsh, but I'm REALLY DOWN on poeple who take the cats off of street cars. There's no reason to, if you want less back pressure, get a higher flow cat. To be a bit more blunt, it's a very selfish act that say "My couple of HP is more important than our shared air".

To be a bit more helpfull
the pre-cat on our cars has been removed by a couple of people. They find some benefit with that and still have the stock manifold. Turns out the main cat on the car flows pretty well.
But hippie or not, keep a main cat on a street car. The power trade isn't worth the pollution. Cats really do improve the air we all breath. There are lots of ways to get power from our motor without going catless.

It IS a federal offense to remove the cat. It has nothing to do with any state law. Lots of references already posted on this.
Porsches have 4 Cats ... pre and post cats from both headers.
