ECU or DME programming Used vs New

Dealer claims, only they can reprogram,cannot be done by independent shop. Is a used DME, with the same part # a plug and play? 2005 MINI S

Of course it's not the case, but it's not surprising the dealer would tell you that. Waymotorworks reprogrammed my DME for a manual transmission coming from an automatic, something the dealer would never even attempt, so in that way, an independent shop can do more than the dealer can.

However, it's not going to be simple plug and play because of the VIN number difference and possibly other coding differences. It's a specialized thing to make it work. An experienced BMW shop might be able to do it. Here's another place that specializes in it:
