The drop in gas mileage has me a bit worried. I do everything I can to eek every mpg out of the car that is possible. Hmmm.....

Efficiency and power or mileage? That is the question.
If you have the original 03 in there, it is likely toast and needs replacing. The DT valve is a nice one and you will notice a big difference in power and throttle response. If the valve is not working right, you will likely see a few more psi.

Is there any way to test it out to see if it needs to be replaced? Can I just depress it and see how quickly it "pops" back up?

You can reach in there and press it lever. It should be pretty stiff and snap back right away. Most of the ones that I have seen that have been in cars that long are toast and not functioning up to normal levels. A new DT valve can give you a little yoyo at first, but it breaks down and normalizes over a little time.

I will be doing this very soon. Is this an hour project or so to replace? I may be ordering one very soon.

A ScanGauge II can pick up psi of boost, correct? So, I can check the before/after.

Thanks for all the help!

Give yourself more than an hour. It is not hard to replace but you will need to remove the airbox and IC to really get to it. Some even remove the throttle body.

Yes, a Scanguage II can pickup the boost PSI and no problem with the help.
