otherwise you will need a new bumper and repainted.
but if your scratch is only in the clearcoat, you can use some
ScratchX and polish it out. wax afterwards.

Blended touch up paint.
I suppose it depends on who is doing the fixing. But if you're asking the best solution short of bondoing and sanding and repainting, then having a pro apply a blob, then wetsanding then polishing to blend the touch up paint will result in an acceptable fix short of a repaint. Otherwise todays solutions are simply colorings used to hide the blemishes by applying a color to make the spots less visible, the surface isn't improved though.
