I would first use a Dremmel to remove a square section of paint to expose the rust and find good metal. Then you can either grind out the rust down to bare metal or use Naval Jelly to convert it. Then sand the area smooth, Bondo to flush and sand again. Primer and paint. All this can be fairly localized and is a lot less difficult than it sounds.
Thanks MiniMaybee for clarifying Nick's post... Nick is FULL of incredible information but he isn't very good at expressing it sometimes. I think it's so wrapped up in his head full o' info that it just comes out kooky sometimes!

I just knew that the situation was over my head so I had to call in the *real* expert.

And yes, MiniMaybee, I'd have to say that the scraping of the naval comment was definitely beyond gross!

I've been here the whole time, just lurking. Nick's got the right answer--glad you found a potentially workable solution----back to polishing for me. And yes Naval Jelly sounds very strange.

Naval Jelly.... you didn't just go old school! I haven't heard of that mentioned in 20 years. It does work as described.
