Sure!
samjm560@yahoo.com,
Aloha and welcome to NAM.
What do you want to use the MINI for?
The MCS is very versatile.
As long as the price is in your budget then yes, it can be a fine first car- albeit a deluxe one.

I'd tend to say no; not the best first car. Too high handling limits plus good power equals very easy to get in trouble. I always feel it's best for young drivers to gain experience with vehicles that have low power and low handling limits, to keep from putting themselves in harms way.

If it's a MINI you want..
Hello,
I would recommend finding locals that compete in SCCA with MINI's, and have them "show you the ropes" here. You would need to decide which class you intend to join, which ultimately greatly affects your vehicle choices.
You could start with NAM's racing forums, with "sticky" topics explaining the various SCCA classes as well.
Good luck,
Matthew Z.

If you want to do autox, etc. and MC would probably be a better first car. It is just as competative in its class, and it is much easier for a novice to get into autox using.
