I saw an article yesterday on Motoring File about this. The same idea has been used on Rolls Royce cars for a while. My friend is a Service Advisor and he says they are about $120 for a set of four.

You are likely right, just like the days of the 'custom' pin stripes, sticker packages and gold emblem kits...uuuggghhh! It also give them a new 'thing' to dazzle new to MINI customers with, since most auto makers don't have it. Unfortunately it just annoys folks like us who have 1/2 a clue as to what they are buying.
I just put them on my F54. Haven't had the chance to take them for a test drive yet.

Install time was less than 5 mins. I tried the tape method to take the old caps off, but my tape wasn't strong enough. Realized I had some suction cups in my electronics toolkit - so I put them to good use.
Only thing I noticed so far was that these caps don't sit flush inside the well. The "face" part of the center cap sticks out. I suppose this is necessary to let it spin (or not spin) freely.
Haven't had the chance to take them for a test drive yet.
Don't they only level out when the car comes to a stop? It doesn't seem like they would be able to keep up with wheel rotation. Also, can dirt get in around the perimeter and keep it from freely rotating?
This is something the dealer is adding to the car. The parts department get the accessories sale and the service department gets the install, it's a win win for the dealer. Just tell them you don't want them installed and put the standard caps back on the car. Some dealers are installing the JCW tuning kit and JCW suspension on cars to get the extra sales.

They stay leveled even as the car is moving. Have confirmed this going at least 25mph. Looks so sweeeet.
