Will wheels with 4x100 and 38mm offset work on a mini?

 

You've also got to keep in mind wheel width, and brake clearance. Sounds like a Honda wheel. No harm in a testfit.

What is the wheel size; 15x? or 16x? What tire size would you mount?
In general I would offer these thoughts:
They may fit but you may have tire sticking out past the wheel arches depending on the width you select. Moving out this much may also put additional stress on wheel bearings and could shorten their life. It may also adversly affect handling versus remaining netural or improving the stock handling.
