yes...1.25 inches off center of a 8 inch rim is equal to 31.75 mm.
so for the new Mini anything from +25 to +31 is good.

Do you know what your offset for your rims were? I'm looking to get some rims for my mini, but I don't know what offset I need exactly?
If I have a higher offset, that means the rims and wheels shouldn't stick out as far from the body, correct?
