I got new wheels put on, whenever I hit about 80 km/hr to about 100 km/hr the steering wheel vibrates. Is this an indication that the wheels were poorly balanced?

That would be what I would check 1st. Go back and have them rebalanced and watch them.

If you had the wheels before with no vibration (i.e.: they are not bent), then either the shop did not balance them right, or the wheel weights fell off.

Either way, go back and have them re-do it.
If they refuse, go here, search by your zip code, and pick another shop who will stand behind their work: http://www.tirerack.com/installer/index.jsp
